The Challenge
The Central Bank of Jordan (CBJ) set out to modernise its trade banking infrastructure as part of a broader programme to strengthen the institutional foundations of Jordan’s financial system. The legacy platform supporting the CBJ’s operations had become a constraint on the bank’s ability to implement new monetary policy tools, expand its government banking services, and maintain the real-time oversight of the banking sector required by its supervisory mandate.
The implementation presented unique challenges distinct from a commercial banking project: the CBJ required a platform capable of supporting central bank-specific functions including reserve management, government account administration, interbank settlement, and regulatory reporting — all while maintaining the highest standards of resilience, security, and auditability.
Our Approach
IBC Solutions was engaged to lead the end-to-end implementation, acting as the primary delivery partner between the CBJ, the trade banking platform vendor, and the bank’s internal project team.
The engagement began with a detailed requirements definition phase, during which IBC Solutions worked closely with the CBJ’s operations, treasury, and IT divisions to document functional requirements across all operational domains — including monetary operations, government banking, interbank clearing, and statistical reporting to the IMF and other international bodies.
System configuration covered the full scope of the CBJ’s operations: currency issuance and management, reserve account administration for commercial banks, government treasury accounts, foreign exchange operations, and the CBJ’s RTGS (Real-Time Gross Settlement) interface. Each functional area was subject to a structured configuration-and-review cycle, with sign-off from the relevant CBJ business owner before testing commenced.
Data migration was a critical and sensitive workstream, given the nature of the CBJ’s data — including historical reserve positions, government account balances, and interbank clearing records. IBC Solutions designed and managed a multi-stage migration approach with full reconciliation checkpoints and dual-running of old and new systems through a controlled parallel-run period.
Security and access control requirements were treated as a programme priority from day one, with IBC Solutions working alongside the CBJ’s IT security team to implement a role-based access model, comprehensive audit trail, and a disaster recovery environment aligned with the CBJ’s business continuity requirements.
Staff training covered all operational divisions of the CBJ, with role-specific programmes developed for monetary operations staff, government banking teams, IT administrators, and senior management reporting users.
